PURPOSE: A mask sheet and a manufacturing method thereof are provided to improve a skin care effect by maximizing the transfer capability of active ingredients. CONSTITUTION: A manufacturing method of mask sheet is as follows. A composition for manufacturing a sheet is prepared by mixing tapioca starch, vegetable starch, carrageenan, and mannan in a predetermined ratio(S200). The composition for manufacturing a sheet and purified water are mixed in the ratio of 1:4 at the room temperature(S210). The mixture is gelatinized by being heated at 75-85 deg.C for 30-40 minutes(S220). The gelatinized product is formed in a sheet form by being poured into a mold(S230). A vegetable starch sheet is completed by drying the product in a dryer(S240).
