<P>PROBLEM TO BE SOLVED: To provide a work environment safety measure plan determination method capable of quickly determining an effective work environment safety measure plan, and determining the safety measure plan for taking required and sufficient safety measures with proper quality and costs. <P>SOLUTION: The work environment safety measure plan determination method includes: a measure plan storage step of inputting and storing safety measure plan data for each risk level in a computer 91; a photographing step A of photographing an environmental factor with a risk of accident occurrence and inputting and storing it in the computer 91; an image processing step B of preparing a brightness image, a conspicuousness image and a visibility image from an image photographed in the photographing step A; and a light environment determination step of determining whether or not there is a possibility of the accident occurrence due to the environmental factor by a brightness evaluation obtained on the basis of the brightness image, a conspicuousness evaluation obtained on the basis of the conspicuousness image, and a visibility evaluation obtained on the basis of the visibility image.
