<P>PROBLEM TO BE SOLVED: To realize an utterance management system facilitating a discussion on a specific topic (agenda item) on a network, and enabling easy management of the discussion and decision derived from the discussion. <P>SOLUTION: Submitted-utterances submitted via a network such as a social network service (SNS) and Twitter (Registered Trademark of Twitter, Inc.) are hierarchically managed by a project, a topic and a message to thereby convert topics into TODO.
