PROBLEM TO BE SOLVED: To provide a mesh electrode substrate having excellent power generation efficiency in which a mesh conductive layer is used and short circuit between electrodes can be prevented.

SOLUTION: The mesh electrode substrate has a substrate, a mesh conductive layer composed of a conductive material formed in mesh on the substrate, and an insulation layer formed only on the mesh conductive layer.
