<P>PROBLEM TO BE SOLVED: To provide a terminal information activation system and a terminal information activation method for enabling a user to easily receive a new service to be provided by an application server in terminal equipment. <P>SOLUTION: A terminal information activation system includes: terminal equipment 10; a service undertaker server 30; and a terminal management server 20. The terminal equipment 10 includes: a sensor device 101; an information working part 102 for working information whose sensing has been performed; and a function addition control part 121 for, when a service is added, making the information working part 102 work the information into configurations to be used for the added service. The terminal management server 20 includes: an information analysis part 111 for analyzing the worked information; and an identification information management part 112 for generating worked terminal identification information corresponding to terminal identification information.
