<P>PROBLEM TO BE SOLVED: To efficiently execute IC card processing even when a client fails in the reception of a command. <P>SOLUTION: A client terminal 2 is configured to, when not receiving an SV telegraphic message even after the lapse of a predetermined time, retransmits a CL telegraphic message. A command issuing server 1 is configured to, each time transmitting the SV telegraphic message, record the SV telegraphic message to be transmitted this time with a session number included in the previously transmitted SV telegraphic message in association. The command issuing server 1 is configured to, when the session number included in the received CL telegraphic message is different from the session number associated with the recorded SV telegraphic message, transmit the SV telegraphic message including a generated command with incrementing the session number.
