PROBLEM TO BE SOLVED: To reduce processing time of entire packet transfer.

SOLUTION: In a base-to-base connection system according to an embodiment, a transmission source transfer part transfers a packet by path control based on an address included in the packet when receiving the packet transmitted from a terminal under a transmission source base. An address conversion part converts the address included in the packet, by which terminals under the transmission source base and terminals under a designation base can be uniquely identified in the transmission source base, into an address, by which the terminals under the transmission source base and the terminals under the designation base can be uniquely identified in the designation base, when receiving the packet transferred by the transmission source transfer part. A designation transfer part transfers a packet by path control based on an address included in the packet, when receiving the packet whose address is converted by the address conversion part.
