<P>PROBLEM TO BE SOLVED: To prevent contamination of a treatment liquid to be applied to an image recording medium. <P>SOLUTION: A partition wall 237 for separating a first application liquid tank 235a on a squeeze roller 233 side from a second application liquid tank 235b on an application roller 232 side is arranged. A second liquid tank vortex flow 242 is generated in a treatment liquid in the second application liquid tank 235b when the squeeze roller 233 passes through the treatment liquid in the second application liquid tank 235b. Thereby, since a treatment liquid 201 stored in a relatively narrow space violently revolves, flow velocity is increased and a second liquid tank vortex flow 242 is generated.
