<P>PROBLEM TO BE SOLVED: To provide a router controller which performs power saving by allowing a power saving control in individual routers and switches in a network to be spread over the entire network, and also automatically controls a power saving control that a manager has manually performed in consideration of the network configuration. <P>SOLUTION: A traffic amount monitoring in a network is performed by collecting flow statistics obtained by routers or switches placed in the network. An arrangement plan of the traffic amount of the network is determined by analyzing statistical data subjected to monitoring, and by comparing them with a set power saving policy. The traffic flow is concentrated by changing the setting of the routers or switches in the networks according to the determined arrangement plan.
