<P>PROBLEM TO BE SOLVED: To provide a steering column manufacturing method for manufacturing an outer column of high strength and rigidity efficiently and at low cost. <P>SOLUTION: An intermediate column element 29 composed of a pair of outer columns 13b, 13b whose one ends are connected to each other, is formed by bulging a hollow tube outward in the radial direction by a hydroforming method.
