<P>PROBLEM TO BE SOLVED: To provide an improved lighting fixture for a monitoring camera used for observing a specific place. <P>SOLUTION: The present invention is related to a lighting fixture for illuminating a scene which is observed with a camera and a lighting method for illuminating the scene which is observed with the camera. The lighting fixture includes a luminaire 4 which contains a plurality of light emitting elements 5 and a lighting control part 6. The camera includes the lighting control part 6 arranged to control individual output intensity of the plurality of light emitting elements 5. The lighting control part is arranged so as to individually control the output intensity of the plurality of light emitting elements 5 based on the setting for a sight field direction of the camera which includes a panning position of the camera.
