<P>PROBLEM TO BE SOLVED: To provide a fixing device that can be reduced in size and manufactured at a low cost, starts up in a short time, and suppress excessive rise in temperature of a non-paper feeding area, as well as an image forming apparatus. <P>SOLUTION: A fixing device comprises: a fixing belt 21 that is laid over a fixing auxiliary roller 22 and a laying roller 23; a pressurizing rotor 31 that comes into pressure-contact with the fixing belt 21 to form a nip part; and a heater 25 that faces opposite to an inner peripheral surface of the fixing belt 21 and heats the fixing belt 21.
