The panel has an outer surface embedded with reflective elements, where the reflective elements are reflective pellets (10) each having a reflective surface (14) on its outer surface. Each reflective pellet includes two anchoring legs (11A, 11b) fixed on an opposite surface (15), where the anchoring legs are inclined with respect to the opposite surface. Each anchoring leg includes two lateral pins (12, 13) at a distal end to block the pellet with respect to all degrees of freedom in the panel. An independent claim is also included for a method for manufacturing a concrete panel.
