PURPOSE: Voice transmission technology selection is provided to determine a situation intelligently using information provided to an HSS(Home Subscriber Server). CONSTITUTION: A user apparatus transmits a tracking area update message. An MME(Mobility Management Entity) receives the tracking area update message from the UE(User Equipment).
