PROBLEM TO BE SOLVED: To attain sufficient smoothing effect by minimizing degradation of image quality.

SOLUTION: In the edge preserving smoothing where the weighting function of luminance axis of a bilateral filter or an ε filter is utilized, appropriate smoothing may be impossible or an artifact of pseudo contour may occur at an edge of relatively gentle gradient or in a gradation region. The weight value of each pixel is thereby calculated in a local region, by using a plurality of normalized luminance axis weighting functions with different spreads. The edge preserving smoothing results by a luminance axis weighting function which maximizes the total sum of weight values are selected. The invention is applicable to an image processing apparatus.
