<P>PROBLEM TO BE SOLVED: To provide an internal combustion engine control device, capable of avoiding decrease in engine output, even when internal exhaust gas recirculation is performed, while a driver opens a throttle, and thereby capable of improving drivability. <P>SOLUTION: This internal combustion engine control device includes: an exhaust auxiliary cam 158 temporarily opening an exhaust valve in conjunction with a crankshaft during at least a portion of a period in which an intake valve is open; an auxiliary cam control device 210 switching between an auxiliary cam actuation state in which the exhaust valve is temporarily opened and closed during the part of the period and an auxiliary cam non-actuation state in which the in the exhaust valve is not opened or closed during the part of the period, in accordance with an engine rotation speed Ne; and a throttle control device 212 driving a throttle valve 104 in accordance with an accelerator operation amount to open and close an intake passage.
