<P>PROBLEM TO BE SOLVED: To provide a wear resistant steel plate excellent in stress corrosion cracking resistance which is suitable for an industrial construction machine or the like. <P>SOLUTION: The steel plate has a composition which contains, by mass%, 0.20 to 0.27% of C, 0.05 to 1.0% of Si, 0.30 to 0.90% of Mn, 0.005 to 0.025% of P, S, and Nb, 0.008 to 0.020% of Ti, 0.1% or lower of Al, and 0.0010 to 0.0060% of N, one or more of Cr, Mo, W, and B, and optionally one or more of Cu, Ni, V, REM, Ca, and Mg while controlling DI* to 45 or more with a remaining part comprising Fe and inevitable impurities where the microstructure has annealed martensite as a base phase, and Nb- and Ti-based precipitations each having a particle size in terms of a circle equivalent diameter of 0.01 to 0.5 μm or smaller are present in an amount of 2x10<SP POS="POST">2</SP>pieces/mm<SP POS="POST">2</SP>or larger.
