<P>PROBLEM TO BE SOLVED: To efficiently search a suitable compensation dispersion amount. <P>SOLUTION: A transmission device 110 comprises a transmitter 111 and a bit rate control part 112. The transmitter 111 transmits signal light to a reception device 120. The bit rate control part 112 sets a bit rate of the signal light transmitted by the transmitter 111 to a bit rate lower than an operation bit rate when data communication is performed, the reception device 120 controls a dispersion amount in dispersion compensation with respect to the signal light based on the signal light of a low bit rate, and then sets the bit rate of the signal light to be the operation bit rate.
