<P>PROBLEM TO BE SOLVED: To provide an optical scanning device that prevents ammonium sulfate from adhering on an optical element such as a reflection mirror or a transmission lens, to maintain high quality of an image to be formed, and to provide an image forming device. <P>SOLUTION: An optical scanning part 6 of the image forming device includes: a polarization part 61; a light source unit 62; a scanning optical system (toric lens 64, cylinder lens 65); and an incident optical system (reflection mirror 66), which are stored in an optical box 90. A laser shutter 70 irradiated with a light beam from the light source unit 62 and coated with the ammonium sulfate is disposed in the optical box 90.
