The present invention relates to the field of communications. Disclosed are a method and apparatus for controlling a block error rate. The present invention is to solve the problem of high speed physical downlink shared channel (HS-PDSCH) throughput loss in the prior art. The technical solution provided in the embodiments of the present invention comprises: determining a target block error rate of an HS-PDSCH according to a channel quality instruction of the HS-PDSCH and the number of codewords; acquiring a current block error rate of the HS-PDSCH according to feedback information reported by a user equipment; adjusting the channel quality instruction or the number of codewords or adjusting the transport block size of the HS-PDSCH, so that the current block error rate approximates the target block error rate. The technical solution provided in the embodiments of the present invention is applicable to a universal mobile telecommunications system.
