The present invention provides a method, a device and a system for reconfiguring a radio resource. The method comprises: a user equipment receiving radio carrier reconfiguration information sent by a network side device; suspending data sending of a service radio carrier and after a radio carrier of the user equipment is reconfigured according to the radio carrier reconfiguration information, sending a radio carrier reconfiguration completion message to the network side device; and receiving acknowledgement information of the radio carrier reconfiguration completion message sent by the network side device, and restoring the suspended data sending of the service radio carrier. The solution provided in the present invention effectively solves the problem of synchronization between the network side device and the user equipment during the radio carrier reconfiguration.
