PROBLEM TO BE SOLVED: To evade suitably the generation of a mottled rainbow and a wave pattern while attaining the reduction of a manufacturing cost.

SOLUTION: A first drying device 4 dries a resin material R by blowing air to the coated plane of the resin material R in a long strip support 10 in which the resin material R is coated in one plane 11, and includes an air blowing portion 42 arranged to opposedly face the coated plane in the long strip support 10 which is in a running condition along a longitudinal direction, wherein the air blowing portion 42 blows air to the coated plane by blasting out air to generate an air stream facing upstream side (air stream facing an arrowhead C) in the running direction of the long strip support 10 in a space contacting the coated plane.
