<P>PROBLEM TO BE SOLVED: To provide an intrusion detecting device capable of improving users' convenience while maintaining security. <P>SOLUTION: A storage part 23 stores an intrusion detection area, an important area where an important object exists, and a shielding detection area for detecting a shield that interferes with measurement. A change area extraction part 242 compares measurement signals at different time points obtained by measuring the intrusion detection area including the important object and its outer periphery at predetermined time intervals by an imaging part 21, and extracts a change area. A change area tracking part 243 calculates a moving distance from an extraction position of the change area at each time point. An intrusion determination part 244 determines the presence of an intruder when the moving distance of the change area extracted in the intrusion detection area is equivalent to or greater than a preset quiescence determination distance. The shielding detection area is set within a range enabling a calculation of moving distance when the intruder moves through the quiescence determination distance around the important area.
