The present invention relates to a random access device and method, and discloses operations of a terminal and a base station and network management plans in consideration of inter cell interference. In more detail, when a random access procedure is performed in a heterogeneous network environment, a terminal affected by inter cell interference performs a random access procedure successfully, and a random access performance of a terminal affected by inter cell interference is started without delay or interference of a random access procedure of a terminal not affected by inter cell interference. According to one embodiment of the present invention, a specific random access setting of a victimized terminal is applied to a terminal affected by inter cell interference, and a random access procedure is performed according to a specific random access setting of a victimized terminal.
