<P>PROBLEM TO BE SOLVED: To provide a translucent sound insulation panel, a batten, and a translucent sound insulation wall, for not making shear force act on a machine screw which fixes the batten. <P>SOLUTION: In the translucent sound insulation panel 21, on a frame inner side face of a translucent material support frame 22, a locking groove wall 29, which has a locking groove 28 for the batten and is projected to a frame inner side, and a batten bearing receiving part 30 are provided so as to be projected, and a batten 1 is fixed by being screwed to the translucent material support frame 22 by a machine screw 44 arranged in parallel to a translucent material 40. The batten 1 comprises a proximal end side bottom part 2, a load receiving face plate 3, an outer side face plate 4, and a connection plate 5, the load receiving face plate 3 is provided with a projection 6 for locking, the proximal end side bottom part 2 is provided with a recess 14, and the connection plate 5 and the proximal end side bottom part 2 are provided with a machine screw insertion hole. The projection 6 for locking in the batten 1 is locked to the locking groove 28 for the batten on the translucent material support frame side, and the outer side face plate in the batten 1 is in surface contact with the batten bearing receiving part on the translucent material support frame side.
