<P>PROBLEM TO BE SOLVED: To realize reliable radio communication. <P>SOLUTION: A transmitter is provided to a first member 1, and a receiver is provided to a second member. The first and second members are provided relatively movably. When the transmitter and the receiver are opposed to each other while the first and second members are relatively moving, radio communication is executed. Therefore, interference due to radio communication of one pair of the transmitter and the receiver and radio communication of the other pair of the transmitter and the receiver is restrained. When a communication device arranged on a movable structure such as a rotation body executes radio communication, radio communication can be reliably executed.
