A radio base station system 100 is capable of setting a cell C1 having a first bandwidth (20 MHz for example) and a cell C3 having a second bandwidth (10 MHz for example). The radio base station system 100A (100B) includes a plurality of types of BB cards having different combinations of the number of the cells which are acceptable. The radio base station system 100A (100B) determines whether or not cells are acceptable in the BB card based on a ratio between the first-cell-acceptable-number in a case of assigning only the 20 MHz cell to the BB card and the second-cell-acceptable-number in a case of assigning only the 10 MHz cell to the BB card.
