PROBLEM TO BE SOLVED: To provide a siloxane-based resin composition containing a low-refractive index microparticle, the composition being capable of being coated with no coating unevenness on a multilevel substrate, and being excellent in coatability and coating liquid stability.

SOLUTION: The siloxane-based resin composition contains (A) a siloxane-based resin made by hydrolyzing and thereafter condensation-reacting (a-3) a specific silane compound in the presence of (a-1) a silica microparticle and (a-2) a solvent, (B) a polyalkylene glycol, and (C) a solvent, wherein the boiling point at 1 atm of (C) the solvent is 130 to 180°C, and the surface tension of (C) the solvent is ≤28 mN/m.
