<p>This invention provides a structure in which the size of a circuit is easily reduced and an ESD protection function can be sufficiently demonstrated. In an insulating substrate 12, at least one of circuit elements 24 and 26 or a wiring pattern 28 and an ESD protection portion 30 is incorporated. In the ESD protection portion 30, facing portions of at least one pair of discharge electrodes are disposed in a cavity formed in the insulating substrate 12 so that the tope ends face each other.
