PURPOSE: A scheduling apparatus and method thereof are provided to guarantee service quality for a real time terminal by comparing a scheduling method between the real time terminal and a non-real time terminal using a PF(Proportional-Fair) method. CONSTITUTION: A utility function value calculation unit(111) calculates a utility function value related to the application of a PF(Proportional Fair) method for one or more terminals. A selection unit(112) selects terminals according to the number of maximum scheduling terminals in the sub frame of one or more terminals based on the size order of the calculated utility function value. A resource allocation unit(113) allocates a PRB(Physical Resource Block) the selected terminal based on the size order.
