PURPOSE: A defect diagnosis device and method for a mold coating layer are provided to predict delamination of a mold coating layer by analyzing the temperature difference between adjacent molds in the same row during a continuous casting process. CONSTITUTION: A defect diagnosis device for a mold coating layer comprises a temperature sensing unit(110) and a control unit(190). The temperature sensing unit comprises a plurality of thermocouples(TC) arranged in a matrix form on a copper plate of a mold and periodically sensing the temperature of the mold. The control unit collects the temperature of the mold for each row by the temperature sensing unit for a predetermined time, calculates the temperature difference between the adjacent thermocouples from the collected temperatures, and calculates the number of times that the calculated temperature difference exceeds a predetermined reference temperature, thereby determining defects on a coating layer of the mold copper plate.
