PROBLEM TO BE SOLVED: To provide a solid electrolyte membrane capable of producing gaseous hydrogen and gaseous oxygen with remarkably high purity with effective lowering of electrolytic voltage and having high durability in water electrolysis. SOLUTION: The method of manufacturing a solid electrolyte membrane is characterized by surface-roughening the surface of a solid high molecular electrolytic membrane, adsorbing a catalytic metal ion on the solid high molecular electrolyte membrane by ion exchange, depositing the catalytic metal ion on both surfaces of the solid high molecular electrolyte membrane to form first catalytic layers and thermally compression-bonding a mixture containing the same electrolyte component and the same catalytic metal as that of solid high molecular electrolytic membrane on the first catalytic layer on one side surface to form a second catalytic layer.
