<p><P>PROBLEM TO BE SOLVED: To prevent the accuracy of overload detecting function from being deteriorated by a temperature change of the environment in which a shutter is set. <P>SOLUTION: The opening and closing control device is adapted to set output of a stepping motor as a drive source to a drivable minimum output according to a load changing depending on the opening and closing quantity of a shutter curtain, and to stop opening and closing drive of the shutter curtain by step-out of the stepping motor when the load exceeds the minimum output.
