PURPOSE: A zero voltage discharge circuit device including an active switching element is provided to fully discharge a remained voltage in a secondary cell by implementing discharging only with a switching operation. CONSTITUTION: A first switching means(4) converts a DC voltage from a DC power supply(2) to a pulse waveform. A transformer(6) transforms the large-sized pulse waveform to a small shaped pulse waveform. A second switching means(10) converts the output voltage of the transformer to a DC voltage. The second switching means forms the flow of a current in the discharging direction. The second switching means forms a switching waveform by fully discharging the voltage within a secondary cell.
