PURPOSE: A leakage detecting apparatus is provided to improve accuracy of leakage detection by detecting the leakage through difference between voltage of a first power line and voltage of a second power line. CONSTITUTION: A leakage detecting apparatus comprises a differential voltage comparing part(104) and a leakage processing part(106). The differential voltage comparing part compares voltage of a first power line between an earth leakage breaker output side and load with voltage of a second power line between the earth leakage breaker output side and the load. The leakage processing part determines leakage using a comparison result of the differential voltage comparing part. The leakage processing part controls a solenoid drive circuit for earth leakage breaker automatic recovery.
