PURPOSE: A device for preventing surface defects of rolled bars for a line pipe and a rolled bar manufacturing method using the same are provided to reduce waste of resources by welding directly a rolled coil without cutting out both ends of an edge portion of the rolled coil. CONSTITUTION: A device for preventing surface defects of rolled bars for a line pipe comprises a temperature measuring unit(10) which is installed above an outlet of a roughing mill(1) roughly rolling slab into a rolled bar and measures the temperature of an edge portion(E) of the rolled bar, an edge heater(20) which is installed on both sides of the roughing mill and heats the edge portion of the rolled bar, and a heater control unit(30) which compares the temperature measured by the temperature measuring unit with a predetermined brittle temperature range and operates the edge heater when the measured temperature falls in the brittle temperature range.
