PURPOSE: A manufacturing method of a protective coating layer is provided to form a protective coating layer on a surface by only simple heat-treatment without separate protective coating on the surface of a separator. CONSTITUTION: A manufacturing method of a protective coating layer comprises: a step of preparing a separator material consisting of ferrite-based stainless; a step of primary heat-treating the whole part or a part of the material at 600-900 °C and oxygen partial pressure of 0.0009 atm or less; and a step of secondary heat-treating; a step of secondary heat-treating at 600-800 °C and oxidation partial pressure of 0.001-0.21 atm. The perrite-based stainless comprises 16-25 weight% of Cr and Mn which is added by weight ratio of 0.02-0.04 times of Cr.
