PURPOSE: A manufacturing method of environmentally-friendly blocks using coal debris is provided to seclude outflow of contaminant from the coal tailing. CONSTITUTION: A manufacturing method of environmentally-friendly blocks using coal debris comprises the following steps: manufacturing outer frame of the block(s10); molding block product including 65-95 wt% of coal tailing and 5-35 wt% of resin in a feature shell(s20); and taking out the molded block product from the feature shell(s30). The resin is polyester resin or epoxy resin. In the second step, the coal tailing and resin includes 30-70 parts by weight of one of calcium hydroxide, calcium carbonate and titanium dioxide and 5-15 parts by weight of pigment based on 100 parts by weight of the coal tailing. The block manufacturing method additionally includes the following step: forming a finishing layer on the block product.
