PURPOSE: A steel sheet manufacturing method and apparatus are provided to feed a steel sheet through a hot leveler at low speed by limiting the transfer speed of the steel sheet which passes through an accelerated cooling section. CONSTITUTION: A steel sheet manufacturing method comprises the steps of: setting one or more sections as accelerated cooling sections for accelerated cooling of a rolled steel sheet(S200), accelerated-cooling the rolled steel sheet in the accelerated cooling sections(S201), limiting the transfer speed of the cooled steel sheet(S202,S203), and hot-leveling the steel sheet at the limited transfer speed(S204).
