PURPOSE: A device for determining the access of a moving object and a method thereof are provided to determine the access of the moving object by using transmitting units and receiving units installed on a measurement target space entrance. CONSTITUTION: A first transmitting unit(104) is installed on a side of a measurement target space entrance to discharge a first pulse on a first cycle. A second transmitting unit(106) is installed in a measurement target space on the installation side of the first transmitting unit to discharge a second pulse having a topological difference with the first pulse while having the first cycle. A receiving unit(108) is installed on an opposite side to the installation side of the first transmitting unit to receive a mixed pulse generated by selectively mixing the first and the second pulses according to the access of a moving object. An access determining unit(112) determines the access of the moving object to the measurement target space according to a change of the mixed pulse.
