The claimed group of inventions relates to the advertising business and can be implemented using telecommunication and communication means. The claimed method and system are intended for generating and transmitting targeted advertising content (an advertising message), taking into account expected consumer preferences of subscribers or any other information, by a provider to a specific subscriber and/or a specific group of subscribers to information and communication networks during a request for a multimedia service, for example a voice and/or video communication, IPTV resources or text message interchange. An advertising message playback signal is sent to the subscriber. The advertising message is played back in the period during which the subscriber is waiting for a response from a called-up multimedia service, the period of time taken for the advertising message to be played back being recorded from the playback start time to the time at which the playback signal is switched off by the information and communication network operator or by the subscriber. Then, a comparison is made between the advertising playback time and a set time period and, in the event of a time value exceeding the set time period, premiums are calculated and charged to the subscriber's account.
