PROBLEM TO BE SOLVED: To provide a method and the like for promoting femtocell service.

SOLUTION: A method includes a step of receiving information showing a radio service area relating to each of one or more base stations in a geographic region. The method further includes a step of specifying at least one potential allocation customer so that at least one femto base station is allocated in the geographic region. The method further includes a step of determining one or more initial setting parameters for allocating the at least one femto base station to at least one potential customer in the geographic region. The method further includes a step of generating one or more promotion proposals which are peculiar to the at least one or more potential allocation customers.
