<P>PROBLEM TO BE SOLVED: To provide a station side line concentrator which can effectively use bandwidth in uplink. <P>SOLUTION: PON IF parts 2 are connected to each of a plurality of PON networks. An uplink IF part 1 controls transmission timing of user data from the plurality of PON networks so that the user data which is received by the plurality of PON IF parts 2 is densely arranged in uplink.
