A base station in a mobile communication system is provided with: a quality information acquisition unit for acquiring a set of quality information indicating the wireless channel state of a user device; an allocation cycle selection unit for selecting an allocation cycle corresponding to the quality information of the user device from a predetermined correlation between each of a plurality of options for an allocation cycle for allocating wireless resources to a set of cycle data generated cyclically and the value of the quality information indicating the wireless channel state; a scheduling unit for determining the wireless resource to be allocated to the user device in the selected allocation cycle; and a wireless communication unit for wirelessly communicating user data containing the cyclical data of the user device by using the wireless resource determined by the scheduling unit.
