<P>PROBLEM TO BE SOLVED: To provide an electrochemical cell that realizes a power generating efficiency of 40% of greater even in medium and low temperatures of 700°C or less. <P>SOLUTION: The electrochemical cell has a structure in which a fuel pole having an interface with fuel gas, a fine ion conductor (electrolyte), and an air pole having an interface with air (oxygen) are stacked in the order given. The fuel pole and the air pole are separated by the electrolyte without being in contact with each other. On the entirety or part of the surface of the fuel pole having the interface with fuel gas, a porous functional layer that accelerates electrochemical reaction is stacked. In an electrochemical power generation system using a gaseous hydrogen fuel, resistance caused by internal diffusion in gaseous hydrogen fuel is greatly reduced, and a single cell level can realize a power generating efficiency of 40% or greater even in medium and low temperature ranges of 700°C or less.
