This base station in a mobile communication system has: a scheduling unit that generates downlink grant information indicating that downlink radio resources are to be allocated to a user device with a first multiplex number or less; and a transmission unit that transmits a control signal containing the downlink grant information, and a data signal mapped to the radio resources specified by the downlink grant information, to the user device. If a user device, which is to receive cycle data as a data signal, with a second multiplex number or higher, which is less than the first multiplex number, exists, and a user device, which is to receive non-cycle data as a data signal, exists, the scheduling unit generates downlink grant information indicating that downlink radio resources are to be allocated to the user device with the second multiplex number, which is to receive the cycle data, and to the user device which is to receive non-cycle data.
