<P>PROBLEM TO BE SOLVED: To provide a counter electrode substrate for a dye-sensitized solar cell which prevents the deterioration of solar light receiving efficiency and improves a catalyst performance, thereby achieving excellent photoelectric conversion efficiency. <P>SOLUTION: A counter electrode substrate for a dye-sensitized solar cell includes: a transparent substrate; a mesh conductive layer formed by forming a conductive material into a mesh shape on the transparent substrate; and a catalyst layer formed only on the mesh conductive layer.
