Provided in the present invention are a processing method for a metamaterial dielectric substrate and the metamaterial dielectric substrate manufactured using the method. Employment of the metamaterial dielectric substrate and of the processing method therefor of the present invention allows for the arrangement order of pin-shaped objects in a pin-shaped array to be preconfigured when processing, allowing the metamaterial dielectric substrate, when formed, to be provided with a pin-hole-shaped array having certain order of distribution, thereby allowing the metamaterial dielectric substrate to implement certain functions for modulating electromagnetic waves, such as divergence, convergence, or deflection of electromagnetic waves, thus providing a design approach of increased flexibility for functional applications of metamaterial.
