PROBLEM TO BE SOLVED: To provide a system for secure communications among many devices placed in an electrical power distribution network.

SOLUTION: The system includes: a control device evaluating vulnerability of communications control nodes associated with a power distribution network; a quantum key distribution module distributing quantum encryption keys to one or more of the communications control nodes based at least in part on the vulnerability of the communications control nodes; and a device communicating among distributed electronic devices associated with the network using the quantum encryption keys.
