<P>PROBLEM TO BE SOLVED: To prevent false update. <P>SOLUTION: An update device comprises an extraction section, a determination section, and an output section. The extraction section extracts a combination of data items to be changed from a plurality of data items included in a data record desired to update and a plurality of data items included in the data record to be updated. The determination section refers to a storage section which stores the combination of data items to be changed extracted by the extraction section in association with information indicating the number of changing in the combination and changed data items. The determination section determines whether or not the combination of data items to be changed extracted by the extraction section is valid, based on the number of changing in the combination extracted by the extraction section and the number of changing in combinations of other data items.
